The government of Canada pledges to increase immigration targets this 2021 to welcome more than 1.2 million newcomers over the next few years.

Today, the government of Canada tabled the 2021-2023 Immigration Levels Proposal, which lays out a plan for responsible immigration increases to help the Canadian economy rebound from COVID-19, fuel potential growth, and build employment for the middle-class Canadians.

The pandemic has brought to light the importance of refugees to the well-being of our societies and the economy in general. To keep Canadians safe and secure, our health-care system depends on immigrants. Other sectors, such as information technology firms and our farmers and manufacturers, depend on newcomer talent to keep supply chains running, grow their enterprises, and, as a result, create more employment for Canadians.

Even though Immigration, Refugees and Citizenship Canada (IRCC) continued to accept and process applications during the pandemic, there was a deficit in admissions during the last few months due to global travel restrictions and capacity constraints. The 2021 to 2023 levels plan intends to continue accepting immigrants at a pace of about 1% of the population of Canada, including 401,000 permanent residents in 2021, 411,000 in 2022, and 421,000 in 2023, to make up for the deficit and ensure Canada has the workforce it needs to fill critical labor market vacancies and remain competitive on the global stage. The previous proposal called for 351,000 people to be hired in 2021 and 361,000 in 2022.

Our top priorities continue to be Canadians’ health, safety, and security. Canada has improved health screening, surveillance, and compliance at the border, and will continue to heed public health officials’ advice as we welcome newcomers.

Atlantic Immigration Pilot – launched in 2017, helps employers in Atlantic Canada hire foreign skilled workers who want to immigrate to Atlantic Canada and international graduates who want to stay in Atlantic Canada (New Brunswick, Prince Edward Island, Nova Scotia, or Newfoundland and Labrador) after they graduate.

Rural and Northern Immigration Pilot – Smaller Canadian communities supporting their local economy through immigration. Pilot opens to permanent resident applicants later in 2019.
